Monitoring and Evaluation (M&E)
Plan
Springs of Hope Care Ministries and Orphanage Centre
OVC project will develop a comprehensive performance monitoring
plan at the project start-up to meet the reporting requirements
of the funders. The performance-monitoring plan will be developed
with the participation of all stakeholders including the, district
and sub county administration, partnering organizations, selected
artisan/small business owners, OVC and their households, and people
living with HIV/AIDS. A simple participatory assessment tool similar
to Logical Framework Analysis currently being used will be developed
to determine OVC assistance needs and priorities, which will also
provide baselines against which future assessments can be compared
and changes measured.
Monitoring will largely be undertaken through reporting
mechanism and documentation of project activities. Data will be
routinely collected on a daily basis by OVC and OVC households/caregivers
artisans/small business owners and submitted on a monthly basis
to Springs of Hope Care Ministries and Orphanage Centre OVC committee
for aggregation and analysis. There shall be community project committees
at parish and sub county level headed by project assistants in charge
of programmes, who shall be responsible for the approval of budgets,
work plans, monitoring the realization of project results and shall
also call periodic meetings.
Springs of Hope Care Ministries and Orphanage Centre
OVC committee in collaboration with the district and sub county
committees, and partner organizations will also conduct monitoring
visits to assess progress, and make quarterly reports to be submitted
to the funding partner. Monitoring reports will include a summary
of key activities undertaken during the reporting period. A description
of progress towards attaining results, problems encountered, their
potential effect on the success of the activity shall be addressed
by the proposed action, to check the problems of key activities
to be undertaken during the next reporting period. Information on
project progress will also be shared across different levels of
the organization and across partner organizations and other stakeholders
through regular meetings and workshops conducted by the Springs
of Hope Care Ministries and Orphanage Centre. Ministry of Gender
labor and social development shall be an overall over-seer of the
project.
During project implementation, monitoring information
will inform ongoing efforts and at the end of the project M&E
data will be used to document outcomes and project effectiveness,
advocate for evidence based policy reform as well as argue for increased
funding and or extension of the project.
Springs of Hope Care Ministries and Orphanage Centre
OVC project is currently using Logical Framework Analysis (LFA)
tool for data collection, documentation, aggregation and analysis
of project activities. The M&E system to be developed will build
on the existing system and ensure alignment particularly of the
indicators. Springs of Hope Care Ministries and Orphanage Centre
OVC project through artisans, OVC community groups, extension workers
will carry out direct implementation of project activities and no
sub-grants will be made.
Evaluation:
The evaluation of the programme to assess whether
or not and to what extent the various objectives of the programme
have been achieved will be done at the end of the year. The evaluation
exercise will adopt a participatory approach involving all stakeholders,
project management staff, OVC community groups, OVC and their households,
partner organisations, consultant but will be spearheaded by an
independent body to ensure objectivity. All stakeholders will participate
in the collection and analysis of data. OVC project staff and partnering
organisations will be trained in basic data collection techniques
to enable them take lead in the evaluation exercise. The results
of the exercise will provide best practices and lessons to learn
from and to be used to modify the project and shall be disseminated
to all stakeholders through the regular monitoring meetings.
