God's Plan for Israel: Four Essential Parts (Rom. 11)
I. UNDERSTANDING GOD'S PLAN CONCERNING ISRAEL
A. Paul felt urgency about the Church understanding God's plan for Israel's salvation
25I do not desire…that you should be ignorant of this mystery…that blindness in part has happened to Israel until the fullness of the Gentiles has come in. 26And so all Israel will be saved. (Rom. 11:25-26)
God's mystery refers to His “secret plan”
5 which in other ages was not made known to the sons of men, as it has now been revealed by the Spirit to His holy apostles and prophets:
9 and to make all see what is the fellowship of the mystery, which from the beginning of the ages has been hidden in God who created all things through Jesus Christ; (Eph. 3:5, 9)
B. Israel's original national calling was to have the primary leadership role in bringing God's salvation to all nations
3 I will bless those who bless you,
And I will curse him who curses you;
And in you all the families of the earth shall be blessed.” (Gen. 12:3)
Now it shall come to pass, if you diligently obey the voice of the Lord your God, to observe carefully all His commandments which I command you today, that the Lord your God will set you high above all nations of the earth. (Deut. 28:1)
The word that Isaiah the son of Amoz saw concerning Judah and Jerusalem.
2 Now it shall come to pass in the latter days
That the mountain of the Lord 's house
Shall be established on the top of the mountains,
And shall be exalted above the hills;
And all nations shall flow to it.
3 Many people shall come and say,
“Come, and let us go up to the mountain of the Lord ,
To the house of the God of Jacob;
He will teach us His ways,
And we shall walk in His paths.”
For out of Zion shall go forth the law,
And the word of the Lord from Jerusalem.
4 He shall judge between the nations,
And rebuke many people;
They shall beat their swords into plowshares,
And their spears into pruning hooks;
Nation shall not lift up sword against nation,
Neither shall they learn war anymore. (Isa. 2:1-4)
10 “You are My witnesses,” says the Lord ,
“And My servant whom I have chosen,
That you may know and believe Me,
And understand that I am He.
Before Me there was no God formed,
Nor shall there be after Me.
11 I, even I, am the Lord ,
And besides Me there is no savior.
12 I have declared and saved,
I have proclaimed, And there was no foreign god among you;
Therefore you are My witnesses,”
Says the Lord , “that I am God. (Isa. 43:10-12)
8 Do not fear, nor be afraid;
Have I not told you from that time, and declared it?
You are My witnesses.
Is there a God besides Me?
Indeed there is no other Rock;
I know not one. ' ”
Idolatry Is Foolishness
9 Those who make an image, all of them are useless,
And their precious things shall not profit;
They are their own witnesses; They neither see nor know, that they may be ashamed. (Isa. 44:8-9)
Israel will take the gospel to the nations in the Millennium
18 “For I know their works and their thoughts. It shall be that I will gather all nations and tongues; and they shall come and see My glory. 19 I will set a sign among them; and those among them who escape I will send to the nations: to Tarshish and Pul and Lud, who draw the bow, and Tubal and Javan, to the coastlands afar off who have not heard My fame nor seen My glory. And they shall declare My glory among the Gentiles. 20 Then they shall bring all your brethren for an offering to the Lord out of all nations, on horses and in chariots and in litters, on mules and on camels, to My holy mountain Jerusalem,” says the Lord , “as the children of Israel bring an offering in a clean vessel into the house of the Lord . 21 And I will also take some of them for priests and Levites,” says the Lord . (Isa. 66:18-21)
II. UNDERSTANDING GOD'S PLAN CONCERNING ISRAEL: 4 PARTS
A. Paul highlighted four parts of God's plan to bring the gospel to the nations.
1. The Jewish people have a temporary spiritual blindness on them
25 For I do not desire, brethren, that you should be ignorant of this mystery, lest you should be wise in your own opinion, that blindness in part has happened to Israel until the fullness of the Gentiles has come in. (Rom. 11: 25)
2. Provoking Israel to seek Jesus for salvation
11 I say then, have they stumbled that they should fall? Certainly not! But through their [ b ] fall, to provoke them to jealousy, salvation has come to the Gentiles. (Rom. 11: 11)
3. All Israel will be saved
12 Now if their fall is riches for the world, and their failure riches for the Gentiles, how much more their fullness! (Rom. 11: 26)

B. Has Israel stumbled that they should fall?
15 For if their being cast away is the reconciling of the world, what will their acceptance be but life from the dead? (Rom. 11: 15)
3. Twice “fall” is used of Israel stumbling, or “temporarily losing their global leadership calling”—referred to as their “failure”
14 if by any means I may provoke to jealousy those who are my flesh and save some of them. (Rom. 11: 14)
C. 14 And this gospel of the kingdom will be preached in all the world as a witness to all the nations, and then the end will come. (Mt. 24:14)
E. Summary:
The fullness of the Gentiles
25 For I do not desire, brethren, that you should be ignorant of this mystery, lest you should be wise in your own opinion, that blindness in part has happened to Israel until the fullness of the Gentiles has come in. (Rom. 11: 25)
Leading to the salvation of Israel
26 And so all Israel will be saved, as it is written:
“The Deliverer will come out of Zion,
And He will turn away ungodliness from Jacob; (Rom. 11: 26)
Resulting in God's glory filling the millennial earth
14 For the earth will be filled
With the knowledge of the glory of the Lord ,
As the waters cover the sea. (Hab. 2:14)
III. PART 1: THE JEWISH PEOPLE HAVE A TEMPORARY SPIRITUAL BLINDNESS
B. Blindness:
25I do not desire, brethren, that you should be ignorant of this mystery…that blindness in part has happened to Israel. (Rom. 11:25a)
D. The sovereign calling of God on nations and individuals is irrevocable
28Concerning the gospel they [Israel] are enemies for your sake, but concerning the election they are beloved…29For the gifts and the calling of God are irrevocable. (Rom. 11:28-29)
IV. PART 2: THE FULLNESS OF THE GENTILES WILL PROVOKE ISRAEL TO SEEK JESUS
Fullness:
until the fullness of the Gentiles has come in. (Rom. 11:25b)
V. PART 3: ALL ISRAEL WILL BE SAVED
A. 100% of the Jewish people who survive the Tribulation will believe in Jesus.
26And so all Israel will be saved, as it is written: “The Deliverer [Jesus] will come out of Zion, and He will turn away ungodliness from Jacob [Israel] .” (Rom. 11:26)
Paul's teaching that all Israel will be saved is confirmed by Isaiah
17 But Israel shall be saved by the Lord
With an everlasting salvation;
You shall not be ashamed or disgraced
Forever and ever. (Isa. 45:17, 25)
20 “The Redeemer will come to Zion,
And to those who turn from transgression in Jacob,”
Says the Lord . (Isa. 59:20)
21 Also your people shall all be righteous;
They shall inherit the land forever,
The branch of My planting,
The work of My hands,
That I may be glorified. (Isa. 60:21)
God will pour out His Spirit on the remnant of national Israel before Jesus returns
28 “And it shall come to pass afterward
That I will pour out My Spirit on all flesh;
Your sons and your daughters shall prophesy,
Your old men shall dream dreams,
Your young men shall see visions.
29 And also on My menservants and on My maidservants
I will pour out My Spirit in those days.
30 “And I will show wonders in the heavens and in the earth:
Blood and fire and pillars of smoke.
31 The sun shall be turned into darkness,
And the moon into blood,
Before the coming of the great and awesome day of the Lord .
32 And it shall come to pass
That whoever calls on the name of the Lord
Shall be saved.
For in Mount Zion and in Jerusalem there shall be deliverance,
As the Lord has said, Among the remnant whom the Lord calls. (Joel 2:28-32)
D. Zechariah prophesied that one-third of Israel will survive the Tribulation and be saved
9 “I will bring the one-third through the fire, will refine them as silver is refined…They will call on My name… and each one will say, ‘The LORD is my God.'” (Zech. 13:9)
E. Jesus' return is contingent on Jewish people turning to Him.
19“Repent…and be converted, that your [Israel] sins may be blotted out, that times of refreshing may come from the presence of the Lord, 20and that He may send Jesus Christ, who was preached to you [ Israel] … 21whom heaven must receive [retain] until the times of restoration of all things [Millennium] which God has spoken by…His holy prophets…” (Acts 3:19-21)
VI. PART 4: FULLNESS OF ISRAEL WILL LEAD TO GOD'S GLORY FILLING THE EARTH
A. The fullness of Israel will lead to God's glory filling the earth in the Millennium
12If their fall is riches for the world…how much more their fullness…15If their being cast away is the reconciling of the world, what will their acceptance be but life from the dead [in the Millennium] ? (Rom. 11: 12;15)
D. Israel will lead in a way that will cause the earth to be filled with God's glory.
14The earth will be filled with the knowledge of the glory of the LORD… (Hab. 2:14)
E. Israel will be the lead nation when Jesus governs a worldwide kingdom from Jerusalem.
11All kings shall fall down before Him; all nations shall serve Him. (Ps. 72:11)
11 Yes, all kings shall fall down before Him;
All nations shall serve Him. (Ps. 72:11)
15 So the nations shall fear the name of the Lord ,
And all the kings of the earth Your glory. (Ps. 102:15)
4 All the kings of the earth shall praise You, O Lord ,
When they hear the words of Your mouth. (Ps. 138:4)
11 Kings of the earth and all peoples;
Princes and all judges of the earth; (Ps. 148:11)
2 The Gentiles shall see your righteousness,
And all kings your glory.
You shall be called by a new name,
Which the mouth of the Lord will name. (Isa. 62:2)
24 And the nations of those who are saved shall walk in its light, and the kings of the earth bring their glory and honor into it. (Rev. 21:24)
F. 18Do not boast against the branches…20…Do not be haughty, but fear. 21For if God did not spare the natural branches [Israel], He may not spare you either. 22…consider the goodness and severity of God: on those who fell, severity; but toward you, goodness, if you continue in His goodness. Otherwise you also will be cut off…25For I do not desire…that you be ignorant of this mystery, lest you should be wise in your own opinion. (Rom. 11: 18, 20-22, 25)
G. Neither the Jews nor the Gentiles will reach fullness without the other.
6 that the Gentiles should be fellow heirs, of the same body, and partakers of His promise in Christ through the gospel, 7 of which I became a minister according to the gift of the grace of God given to me by the effective working of His power.
Purpose of the Mystery
8 To me, who am less than the least of all the saints, this grace was given, that I should preach among the Gentiles the unsearchable riches of Christ, 9 and to make all see what is the fellowship of the mystery, which from the beginning of the ages has been hidden in God who created all things through Jesus Christ; 10 to the intent that now the manifold wisdom of God might be made known by the church to the principalities and powers in the heavenly places,
18 may be able to comprehend with all the saints what is the width and length and depth and height— 19 to know the love of Christ which passes knowledge; that you may be filled with all the fullness of God. (Eph. 3:6-10, 18-19)
31…that through the mercy shown you [Gentile believers] they [Israel] also may obtain mercy. (Rom. 11:31)
